As the topic states, I have no option to upgrade in the update manager. I suspect that this has something to do with the fact that I haven't been able to install a number of updates for a while (I receive the Partial Upgrade error message). Is there any other safe way to upgrade that can bypass this problem?

I don't have that option either, I think, and that's because I installed from deb packages. Perhaps that was the same for you?

An upgrade is never safe, and a partial one is even worse.
There are several reports these days of problems, for example post 215 in
