I don't know which file it is in, from https://bugs.edge.launchpad.net/ubuntu/+source/xorg/+bug/366728 it seems to be a bug,
does anybody know how to deal with it in 11.04?

It's pretty standard practice for Linux distributions to ignore LD_LIBRARY_PATH for the root user, IIRC. That's quite deliberate and not a bug.
