Recently I was working on few application's source, I would like to know the procedure for releasing an update for already existing application or releasing a new application. Thanks in advance!

There's no standard procedure for doing this. It depends very much on the software and the end-users. Are they technical or not? Do they need an easy-to-use installer? Some programs, such as Python applications, have their own way of distributing software. Otherwise you can just release the source with instructions on how to compile it.

I don't know how's the procedure of releasing other's people better programs, but it should maybe go through REVU (revu.ubuntuwire.com)

On Windows, apps normally take care of automatic updating themselves.
On Linux, though, each distro's package manager takes care of this.

Sometimes, languages themselves have packaging abilites. Perl has its CPAN facility, Python has PyPI.
Other than those two, I'm not sure.
