Disable the hiding of menu items in the universal menu bar

Is there a way to disable the hiding of menu items in the menu bar. I'm tired of needing to hover my mouse over to see the available options.

I put this is the wrong section, too many tabs open, can I get an admin to move this to Desktop support section. Sorry about the mistake
