How do I get started on creating a new language derivative of Ubuntu?

I'm an experienced software developer but completely new to the world of Ubuntu development.

I'd like to create a new language derivative of the OS.

How and where should I get started?
What kind of tools do I need?

Any comments or suggestion will be greatly appreciated.
