ubuntu 8.10 is already outdated,is it possible to install new software or update by "Add/Remove ..."

I think your best option is to do a clean install of 10.04.02 LTS. This way you can get to a current level of OS without 'old setting files causing you grief'.

If you keep your '/home' in a separate partition, this is even easier.

But in any case, backup your data first before you make a big change like this.
