So my friend got a used Dell mini with Ubuntu 8.04 on it, im trying to updgrade it to atleast 9.04 but whenever I go to the update manager there's no "Ubuntu 9.04 has been released" or Upgrade button.

Anyone know what I'm doing wrong?

You should have the option to do a dist-upgrade to 10.04.
Since 8.04 and 10.04 are both Long Term Support (LTS) releases, you can do dist-upgrades from one LTS to the next.
If it were me though, I would just do a clean install of 10.04 or 10.10. Or wait for 11.04, which will be released by the end of this month.
Doing clean installs of Ubuntu is the best way to avoid problems with upgrades.

And welcome to the Ubuntu forums!

Or you could go with 10.04 or 11.04 as I said.
The advantage of going with 10.04 is that it will be supported for 3 years for the desktop (or netbook) version. This may be preferable for those people who do not like to upgrade frequently.
The non-LTS versions of Ubuntu are supported for 18 months.
Ubuntu 11.04 will have the newest kernel, xorg, drivers, and apps.
Ubuntu 10.10 will be supported for about 1 more year since it is almost 6 months old. It still has relatively current stuff compared to 8.04 though.
