i type-

sudo apt-get update && sudo apt-get upgrade

it says at the bottom-

E: Could not get lock /var/lib/dpkg/lock - open (11: Resource temporarily unavailable)
E: Unable to lock the administration directory (/var/lib/dpkg/), is another process using it?

If Synaptics or something related is not running, you can try this

if you're sure that no apt/adept/dpkg processes are running:

sudo rm /var/lib/dpkg/lock

Should take care of your little problem...

You could try removing that lock, too. Someone on the Interwebs suggests
sudo killall apt-get
which can't hurt either.
