Firefox 4 is not released, yet. A release candidate is available for ubuntu 11.04 (Natty). There used to be a PPA repository including Firefox 4, but the package was removed.

Oh wait, it is already released by Mozilla. And it is available at PPA repository for current stable ubuntu releases, if you like: https://launchpad.net/~mozillateam/+archive/firefox-stable/
One option is to use ubuntuzilla script.
