Hi and welcome

You could use Gimp from the software center to create the gif file . The animation is crated when saving the the layered frames as a gif. here is a related post and a gimp tutorial.

Use GIMP from the software center to convert the file (open the gif with gimp, then hit File>Save As in the GIMP menu) to .png or .jpg and then set the background with the resulting file.
