motion (http://www.lavrsen.dk/foswiki/bin/view/Motion/WebHome) ?
Motion is a program that monitors the video signal from one or more cameras and is able to detect if a significant part of the picture has changed; in other words, it can detect motion.
..older version also is in the repos.

Maybe too complex for a simple motion trigger, but I did a lot of work last year with a fellow who can't move from the neck down, so he runs his mouse by using his head in front of a webcam. At first, I tried to suggest the standard Ubuntu package, "mousetrap" but he persisted and swayed me onto another software called "eViacam".
If one of those can take a webcam trigger and use it to move a mouse, then it can't be too hard to just take the initial trigger as you want it and go from there.

Maybe too complex for your needs. That other one, 'motion' might be a smoother opton.
