It depends on the license. If the copy of Windows came with the PC, then it's tied to that machine, and you can't transfer it.

If it's a regular retail copy, then you can put it on any machine, as long as it's only installed on one machine.

Lets not forget about proprietary freeware and shareware. Things get a bit thorny with those.
