Why does viewvc require svn when cvs is already installed?

Why does viewvc require installation of svn when cvs is already installed? I already have cvs and cvsd installed (via synaptic) and working. But when I go to mark 'viewvc' for installation using synaptic it tells me that I am *required* to install subversion (and a slew of other svn-related packages). Uhhhh - why?? I don't want svn. I already have cvs. Is this a bug?
