Is it possible to make a USB that you can boot off of, not like the usb installer, but one that would act as a second hard drive or another hard drive.

One i can plug into any computer and boot off of, save files, shut down, and take it with me (i have a 32GB usb so thats why i would like to know)

Ive googled around but cant find much on the topic.

Yes, look here (http://ubuntuforums.org/showthread.php?t=1699924), where I'm trying to help another user do the exact same thing right now :)

Well you can use startup disk creator which comes with ubuntu to easily make a usb disk that you can boot from and save changes to, only catch is that it has to be a debian based os for some reason. If you have acces to a windows computer though theres something called like lili startup disk creator which should work with any linux os. im sure you could wine it (did i just use wine as a word, you betcha)
