See this guide for upgrading from 10.04 to 10.10:
https://help.ubuntu.com/community/MaverickUpgrades
Ubuntu dist-upgrades (upgrading to a new version) should not affect any of your data.
Your user specific settings in your home directory will be preserved after a dist-upgrade as well.
Note: You should ideally have a separate home partition for your data. It is preferable to have a separate home partition to store your data. Your user specific settings will be stored there as well.
Having a separate home partition makes reinstalling Ubuntu much easier. Your data is also more safe as well if it is on a separate partition.
Note #2: Any data that is important should always be backed up.
Note #3: I always just do clean installs of Ubuntu instead of bothering with dist-upgrades. Many people do dist-upgrades though. The choice is yours.
Write back if you need more help.

you can upgrade from update manager
you will not lose any data
but if you are using ubuntu 10.04 you do not need to upgrade to ubuntu 10.10 because it is not a version with many changes and not a staple one. ait for the goot ubuntu version.
upgrading may sometimes lead to system slower than fresh installing.
But if u are in a must you can do it.
There will not be any data lose:P

+1 for backing up personal data before running an upgrade. I would never say,
you will not lose any data
I haven't run an upgrade of 10.04 to 10.10. I only do clean installs.
