Ubuntu theme customization

Hello to all,

I am trying to customize Ubuntu desktop and login screen theme for one of my ubuntu based project.
I know there are many themes available for the same but I want to create my own.
Can anyone guide me for how to create ubuntu theme? Is there any tool available for customizing Ubuntu desktop and login theme?
