Where can I get more Controls themes other than the default gnome page. Or is there a way to create/edit my own style?

You should check out www.gnome-look.org for more themes than you would ever need. You can also modify your theme. I suggest you looking at the theme files of a downloaded theme to get started.

Exactly under what catagory are the controls themes located it in gnome look?

For controls look under color schemes. With many themes the control colors can be changed using the customize tab in Appearance Preferences.

I mix controls and window borders from different themes often.

To theme the window controls, you want to look at the GTK 2.x section on Gnome Look. To theme your window borders, you will probably want to look in the Metacity section.
