I have ubuntu installed on a drive and i have another drive empty. can i install ubuntu to the other drive with no cd? something like wubi.exe but to be working on ubuntu?

You could use the start up disk creator on a drive I think, or just use it on a USB and install from that

how to do the start up disc creator on a drive? sorry i'm new to ubuntu. plus my laptop doesnt boot from a usb for some reason.

I'm not sure if using it on a drive would work, it was just a suggestion. And if it doesn't boot from USB you could try putting the hard drive into a different computer, installing it on that via USB then putting the hard drive back. But that's over complicated, I'd say just buy a disc, they're dirt cheap.
