What do you want to accomplish by reading a forum on web development?

There is already a ton of information out there on it.

Do you want technical advice about CSS, etc or do you want design ideas?

For coding tips and tricks A List Apart (http://www.alistapart.com/) is full of good stuff (although it's not a forum, obviously)

You should try nettuts.com for ideas and information about web programming and design too.

Open source rocks!!!

This may be frowned upon a little by some, but I actually posted a thread in the programming forum on here once about a small CSS problem I had and got a very timely response from a very helpful individual!

So if you're in a cinch and need a quick answer to a small question, that might work for you.

Agreed, with a note that PHP is more like a regular programming language in some respects than HTML or CSS.

DocType (http://doctype.com/) is a good place for Q&A about web design. Run by Stack Exchange, the same people who operate Stack Overflow (http://stackoverflow.com/), which is aimed at programming.
