I'm new to Ubuntu and its commands.
Could someone provide step by step instructions on how to install this app so that I can create a LiveCD.

The repository to add had changed, so add the line down below instead.
deb http://www.geekconnection.org/remastersys/repository karmic/

Thanks for the tutorial. A bit embarrassing, but the first step says to add the repository:
To add a source, click System > Administration > Software Sources
When I look in my installation, there is no software sources.
Under administration, there is:
Startup Disk Creator
Synaptic Packet Manager
System Monitor
System Testing
Is there another way to add this repository?

You must be using 10.10, where that particular entry is hidden. Try the Synaptic Package Manager under the same menu, and in Synaptic menu, Settings->Repositories.
