The publicity of you-know-what has led me searching for an alternative to mastercard, visa or paypal. Something which can be used for internet payments and is not based in the Empire. There seems to be nothing around. How about founding something new? I have no banking experience, but maybe somebody reading this thread knows somebody who has. What would be necessary to set something like that up?

E-gold comes to mind. They were however based in "The Empire" and "The Empire" did strike back. http://en.wikipedia.org/wiki/E-gold. They are still in business as far as I can see after making peace with "The Empire". http://www.e-gold.com/. In fairness to "The Empire" anonymous cash like transactions on the Internet are a boom to criminals and scam artists, which is what led "The Empire" to strike back at E-gold in the first place. Even the legendary secret Swiss banks had to reveal information to various "Empires" around the world.

I thought more of something like paypal where you need an account in a local bank and transfer the funds to that entity. I could imagine it being based in a neutral country in Europe since the Euro is reasonably stable and the volume is large. The entity would of course collaborate with law enforcement.

I've used them before - actually a better option than PayPal - their charges are fixed, rather than proportional, making large payments easier.
