Blank Desktop W/ Wallpaper After New Install 10.10

I keep getting the same problem no matter how many times I reinstall. I tried 10.04 and it also does the same. After I install Ubuntu 10.10 and log in it goes to the desktop where all I can see is the wallpaper. There are no top or bottom bars. I am able to bring up the right click menu and I can open one of the menus that has the software center in it by hitting alt + f1.

The PC has a 1GHz Celeron, Intel 810 shared graphics, and 512MB Ram.

I'm seeing the exact same thing. Just installed 10.10 on really old hardware for a file-server, can't see top or bottom menu bars, and adjusting resolution even to very small doesn't change this ie still no top or bottom menu bars. Anyone have any ideas?
