Lawl, you need to mark the file as executable. I.e Open the files Preferences (from the right click menu), go to the Permissions tab and check "Allow file to run as a program"

You can't run Windows executables natively on Linux. You need to use Wine.

If you are trying to run it in Wine, I suggest posting in the Wine area (http://ubuntuforums.org/forumdisplay.php?f=313).
