Keyboard does not work after startup

I have a very weird error that happened in Lucid and is still occuring in Maverick. Basically, once in a while when I resume from startup, my keyboard will not work until I open gedit and start typing (typically the first thing I do after resume is open a browser and type in a url, which doesn't work).

How can I figure out what is causing this?
