visual effects settings being forgotten...

with a maverick install my visual effects settings are forgotten for each reboot. the window headers are missing and the cursor is the X11 'X' not the pointer that we have all come to love. manually re enabling the visual effects works, until the next reboot.

i removed the FGLRX driver with no improvement.
