You need more RAM (1gb is the recommended minimum); Ubuntu is not designed for low-end computers.

More info here: https://help.ubuntu.com/community/Installation/SystemRequirements

On my older hardware, I've had good luck with Puppy, SliTaz, AntiX, etc.

Lubuntu (http://lubuntu.net). Or you could attempt building a minimal GNOME environment from a command line install (https://help.ubuntu.com/community/Installation/LowMemorySystems).

What is the purpose of the machine?

247MB doesn't leave a lot of room for hardly anything, even with a slimmed down desktop environment and minimal background processes. Getting the system's idle right will be tough enough; anything much heavier than gedit will choke it.

You could try lubuntu but you might just be happier with a lighterweight distro like AntiX or Puppy.

Using the alternate install CD (not the server one, just the alternate ubuntu-desktop one) you can install a basic command line system. (You need to press f4 and choose the mode at the start screen) The Ubuntu core has a requirement of 64mb of RAM. Install xorg and a basic GUI such as fluxbox, and you can get a very light and usable system build from the ground up. The install will only be as light as what apps you use. If you are not used to using the command line to install packages a better method is to find a distribution suited for installation on an old machine.

All versions of Ubuntu are great. I always get the new one when ever it is available. You need more Ram for best performance. I have 4 GB DDR2 and am very happy. I also have Win XP and Windows 7 alongwith Ubuntu with multiple booting.
Only thing I am unhappy with is the Colse, Minimize and Maximize buttons being on the left corner of the desktop.
If there is a way to get these buttons on the right, I may please be informed.
