openssh server and vnc server

i am using proxy for internet so apt-get is not working for me i want to install openssh server and vnc server please help me asap.
so that ubuntu can be a server and windows can be client

I am using kubuntu. I tried installing packages with apt-get but it shows connection refused cannot open port 111 i am using proxy for internet, it may be the reason i dont know
yet i installed it using package manager now its fine
but still i didnt get why i wasnt able to use apt-get
