If you want to install/setup a Ubuntu system (server?) that is connected via USB to a printer/scanner and this system will ONLY do printing and scanning, then:

Can this be a console only system, without a GUI?
Can you use a GUI on a remote system configure this printer/scanner?
Can you use a GUI on a remote system to scan documents via this system's scanner?

In other words, can Ubuntu be setup as a server that does network scanning and printing?
What packages need to be installed on a Ubuntu server to make it so?
