I am running 10.04 64 bit.

From what I understand, 10.04.1 was released on the 18 Aug yet it doesn't show up in my 'Update Manager'.

The 'System' tab in 'System Monitor' displays that I am on 'Release 10.04 (lucid)'.

How can I update to 10.04.1?

The 10.04.1 is simply an updated iso image of the 10.04 install CD. Because the Ubuntu LTS versions are supported for several years they periodically release updated iso images for LTS versions. (Debian also does this with their stable releases). This cuts down on the number of updates that must be installed after a new install of 10.04 after it has been out for a while.
If you installed 10.04, then just continue to get the updates as they become available. You will be running a fully updated 10.04 system.

From a terminal post output of
lsb_release -a

If you are up-to-date with your updates then you will already be on 10.04.1

Good Luck

Yep, I myself am running 10.04.1 LTS and I have done nothing more than let Ubuntu to install the normal updates as they come along. It has just changed from 10.04 to 10.04.1 at some point.

So I think you also should automagically upgrade to 10.04.1.

I tried the command posted above and it tells me I am on 10.04.1.

I also see this in Ubuntu Tweak.

It appears System Monitor only displays the Release I am on, not the Version. That was where the confusion lies.
