clipboard only works on windows vnc client

I have my server set up to display a vnc window with:

vnc4server :1

I can remote in with tightvnc in windows and the clipboard works just fine. However when I try it in windows nothing will make copy/paste work.

I tried running vncconfig on the server, but that only helps the windows client, not the linux client.

Edit: I can get it to work if I connect with tightvnc running inside a virtual windows machine then connect with tightvnc on linux with wine. I need both vnc clients running simultaneously for the clipboard to work in linux. If I shutdown the virtual windows machine, then it will stop working.
