I finally have an opportunity to roll out a Linux desktop at work. I do however have a little problem that so far I have been unable to figure out.

the default setting is after 15 minutes the screen shuts off. this of course forces the user to log back in. I want to turn that portion off. I don't wan the users to have to enter a password. This machine needs to be protected from them. I want to make it so that if you move your mouse, it just loads your desktop, not ask your password.

Does anyone know what configuration file

Try the entry "Screensaver" in menu Settings/Administration, there you should be able to change this behaviour

It is under System > Preferences > Screensaver ;-)

Uncheck "Lockscreen when screensaver is active".

yup, it was exactly where you guys indicated. Thank you. I was thinking it would be some where around power settings but never made it to screen saver - guess I should have. thank you both for replying to something so simple.
