I have a Toshiba Portege with formatted hdd, floppy disk drive and an external memorex bbq200 CD drive without a dos driver to utilise. Can I install Ubuntu via floppy drive ?

No, but if your BIOS allows, you can boot Ubuntu from the external CD drive or from USB.

Thanks for that, I will have to try getting the usb ports recognised on booting from a floppy (bios doesn't support usb on boot up)

there are several ways to use a floppy to boot and then install from the USB drive.
