Ok, so the computer I want to try this out on is not connected to the Internet at this time (and I even think the Ethernet is broken because when I tried to hook it up where the on-line computer is I couldn't seem to get my computer to connect).

So I wonder if I really need to be on-line to do the install.

If you already have whatever it is you need to install downloaded and all of the packages dependencies are met, then no, you dont have to be online

what is it youre trying to install?

No you by no means have to be online to install. as long as you have a disc with Ubuntu on it youre good.

Additional note:
If you've already got Ubuntu installed & you want to install packages without an Internet connection, try Keryx (http://keryxproject.org/).
It automatically gets all the dependencies of a package.
