Top & bottom toolbars are missing

When mine disappear,I reset the defaults on my Sceptre 24" LCD wide screen and its fixed,seems my monitor/tv gets stuck on another resolution sometimes. Maybe yours is too,can you reset it with the monitor menu? I do this when BOTH bars are gone.like yours
