Final has not been released, so I doubt it.
Release Candidate 1 is out. Normally do 2-3 RC.
So I wouldn't expect final for a month.

I'll get it when the Windows version comes out. The Ubuntu version will probably be out much later due to the 6 month release cycle. The last few versions have seen alot of improvement especially when it comes to speed.

You can install the vanilla version as soon as it comes out, see [Ubuntu] Installing OOo on Debian and Co. (http://user.services.openoffice.org/en/forum/viewtopic.php?f=16&t=68)
Some new interesting features like the recent documents in the Start center, the synonyms in the context menu, a new find toolbar to avoid the standard find and replace dialog (too big for just a search), ...
