Can anyone help me with these three questions:
1.What is the wallpaper on the screenshot
2.What theme is he using
3.What sidebar is in use

Looks like LXDE. The panel looks like the default one for LXDE (I know LXDE from Arch or Gentoo, I have not played with it in Lubuntu). You can get LXDE and change the background image of the panel.

The windows decorations will be something taken from box-look.org and I am not sure about the wallpaper and GTK theme (gtk themes can some from any Gnome, XFCE or LXDE theme).

Not sure on the theme and wallpaper but you can actually have the sidebar which actually is a overlay on your desktop. It's called conky.

In the Community Cafe section there is a thread about conky configs.

By "sidebar", I'm guessing you're talking about Conky. Plenty of Conky threads here in the forums.
