With the death of Backup Computer I've sense order a IDE to USB cable from newegg (hasn't arrived yet) and sense I have my laptop's bios set boot from USB. I am curious if i was to connect the drive up to my laptop using the IDE/SATA to USB connector if the drive would boot. I figured that be a no for windows but Ubuntu? I ask because I don't remember if my home directory on the drive was encrypted it or not.

Got the connection piece today and the anwser is yes it seems, a hard drive from another system with Ubuntu on it can run a different computer via a IDE-USB connector. (Provided Ubuntu can run the other machine's hardware to begin with of course.)
