I just installed Ubuntu 10.04 on my Eee PC and I noticed on some applications there are no menus (e.g. File, Edit, etc.). This happens in Terminal, Rhythmbox, Nautilus. Firefox and OpenOffice have them. I searched around in the Configuration Editor (gconf-editor) but couldn't find anything (maybe I missed it) and Compiz settings manager didn't seem to have a solution either.

Solved

I was experimenting with making my system look like Mac OSX and had installed gnome-globalmenu which took the menus away. I changed my mind and kept the Ubuntu/gnome look.

I just had to remove global menu and now everything is peachy.
