I downloaded the Ubuntu .iso and followed the steps on the download page to put it on a CD with InfraBurner or whatever it's called.

Didn't work.

I've rebooted several times with the CD in the drive and nothing happened. The E drive didn't recognize it as a CD and the D drive said the CD was blank.

Is there any other way to make it work?

There two possible problems:

1) The .iso you downloaded could be corrupt. You can verify the file with MD5sum (https://help.ubuntu.com/community/HowToMD5SUM).
2) The burning process could have failed, resulting in a corrupt CD. You can check the CD integrity in the LiveCD Menu.

If you can't do the MD5SUM check, try downloading a 2nd time. If you can compare the old and new, try that. Otherwise just burn another from the 2nd download and cross your fingers.

If your computer can boot a USB flash drive, that's another approach to try.
