There is a right and a wrong way to go about a migration to FLOSS. The right way is a gradual start with the applications (for example OpenOffice on Windows) and after the applications have been migrated then and the users are comfortable with them then migrate the OS. What is significant here is that Ubuntu was adopted only after they were using FLOSS on Windows for years.

On the other hand, let the Windows infrastructure first decline by neglect, then go cold turkey to GNU / Linux, don't look at the implications, don't involve the users etc., and the migration is doomed to failure.
