What exactly do you want to reset and why?

You have not provided us with any useful information that would allow us to help you.

At the very least, tell us what you have installed, how it was installed, and your computer specifications.

Thanks.

Are you able to access your files in the home folder?

If you go to System > Administration > Synaptic search for gnome-control-center and see if it is installed.

There is no way to restore the system settings, unless you have a backup. Use settings is a different story - you could just create another user.
I think it's easier to backup your files (if any) and reinstall.

I tend to agree with mikewhatever; if you messed up system settings it could be a real job trying to restore whatever is broken.

However, as he points out in his post, you might want to try creating another user then start a session as the new user and see if the problems persists. If the answer is yes, then you have probably messed up system settings. If no, then it is a user problem and we can maybe try and track down the cause and help you fix it.
