I have updated Ubuntu all the way to 10.04, but the desktop environment still keeps its old looks. For example, the GNOME panel has the old, light grey colour (http://commons.wikimedia.org/wiki/File:Ubuntu-8.10.png) rather than the new, dark grey (http://commons.wikimedia.org/wiki/File:Ubuntu_10.04_LTS.png). The new greyscale icons for battery and wireless aren't in place either.

What shall I do to bring it up to date either immediately or when 10.10 comes out?

Have check on Appearance for the Ambiance theme?

Upgrade or clean install? I think the settings for that sort of thing are stored in /home, so if you backed up the entire home directory the old settings will still be around.
