upgrade to 10.04 LTS from 8.04 stalled

I am attempting to upgrade from 8.04 LTS to 10.14 LTS. After submitting 11 bug reports the upgrade process is stalled at the 'Installing The Upgrades' and grayed out, has not moved in 30+ minutes. Any suggestions? Hopefully the screen shot is visible and useful.
