How many cloud servers required?

We are working on a project to create a private cloud in our college campus. We are planning to create a storage facility for all students on the lines of DROPBOX. I would like to know how many cloud servers are needed to manage storage requirements of 1000 GB? Also could anybody please guide me on what would be the hardware requirements for setting up a private cloud in a department consisting of around 600 people ?
