What goals will Natty Narwhal come to accomplish? 10.04 and 10.10 seem to be all about supporting more hardware, building a better-looking GUI, and creating a stronger App/Developer community with the reworked Software Center.

What's Narwhal + 11.10 going to bring?

Hard to tell until UDS (http://uds.ubuntu.com/) is over.

I think 11.04 will be about making Ubuntu look more better.

I am not sure Narwhals are at all natty. They live in the Arctic Ocean, and the Narwhal run in the spring attacts lots of Innu hunters.

*grumbles* I was voting for neurotic newt...
Anyway, I'm thinking that GNOME 3 and ffox 4 will both be included, and that's a major change/improvement. Ubuntu one music store will expand, as will the cloud service, but otherwise just the usual visual improvements.

Kernel & drivers packages supporting ATi GPUs via Gallium. It will be the beginning for Ubuntu. Though we (pre-[testing] repo freaks) have just started using the Gallium drivers on Arch:

THe release of Gnome 3 has been set back to September 2010, so I doubt it will will make it into Natty.

No, it's been set back to March 2011 (http://www.gnome.org/press/releases/2010-07-gnome-3.0-rescheduled.html).

I tried shell in 2008, and it felt pretty finished; stable, new and interesting and fairly featured. I didn't like it much personally, but seriously: what's the holdup? Is GNOME 3 the new HURD or something?

MeeGo came out and they realized that is what they intended with Gnome shell, so now they have to redesign it.
