The problem I have is that when I increase the size of the gnome-panel (say, double the size up to 48px), only some of the icons on the panel will scale with the panel size. I'm left with a horrible mismatch of different sized icons (check the screenshot).

Is there a way to force the icons to be equal sizes without having to manually edit the png files for each icon?

As far as I know, it seems like the only thing you can do is find where the offending icons are in the file system, open them in the GIMP and resize them. I've done this with the panel backgrounds for themes that use them, because I prefer to have my panel at 36px instead of the default 24px that GNOME uses by default. Actually, I'm using Xfce, but the same concept still applies, regardless of desktop environment.
