I searched for a bit on Google and in the forum. In the forum I couldn't find anything, on Google I found some really old results that didn't seem to work. A few days ago I was on my laptop and thought that it would make a lot of sense if someone had made an applet for the panels for Google search. It's right at the top of the screen, it just makes perfect sense to add a search bar there. Maybe even a global search that searches your PC and the internet. Is there anything like this? I imagine it can't be too difficult to make (especially with Google command line out), I just don't have any programming experience at all.

Try the Gnome Deskbar Applet, I'm pretty sure it has google search and a system search built it. To get it go in terminal and type...

sudo apt-get install deskbar-applet

Edit: You also appear to have to restart for it to show up the list of panels, atleast I had to.

To enable searching, right click on it your taskbar and choose preferences. Then scroll down and select google search, and / or any other search option on there.

I think you want to do the below?

Download Google Desktop (http://desktop.google.com/en/linux/download.html)

New: Support for 64-bit Linux

This is incredibly close to what I had in mind. I was thinking more along the lines of a search box embedded into the panel. Instead, this applet opens up a fly-out search box.

Turns out I'm not the only one thinking this: http://www.omgubuntu.co.uk/2010/06/yknow-what-would-be-cool-google-panel.html

Reading through the comments I found this gem: https://code.google.com/p/searchapplet/ But, I don't know how to install it... It looks to be pretty much what I'm looking for though.

I wish the deskbar applet did that. It sounds like it used to in the past, too bad instead of ditching that they didn't make it an option.

It looks like the new Ubuntu Unity interface for netbooks will have a search applet like I was describing. Hopefully it can make it's way over to desktop as well.
