Application to drop/kill a connection ?

Sharing a wireless connection , is there any application which can drop or Kill a connection IP address within this QoS criteria setting ?

QoS drop/kill IP connection on an application (Firefox , Google Chrome , Opera ) if
- Over Speed limit per IP > 300KB per connection IP
- Connection Per IP Idle > 3 minutes
- Connection Per IP data transfer > Less that 20kb U/D

Thanks , hoping to find traffic sharping application configuration like mention above. Iptable , Ipcop ?
