A little more history please.

Is this a new, clean install?
Did it ever work?
Have you done an online update?

Try
sudo apt-get install -f
sudo apt-get update
sudo apt-get upgrade one line at a time, then try again to install your packages.

What exactly are you trying to do?

Perhaps the CD you used to install is faulty. Boot to the CD again, but when you switch on the computer, press any key and you will get a menu with an option to check the media. Do this and see if any error messages are produced.

If you installed using wubi inside windows this media check will still be useful, telling us if the CD is good or bad.

Sorry, but what does that mean? I thought that had to be on a USB rather than a CD, but perhaps I'm out of date. Either way I have no knowledge of the portable system so don't think I can help any more, I'm afraid.
