Sounds like a compiz feature.
Do you have compiz installed?

Yes, I do. But I've looked around and couldn't find anything.

Try looking around in the System->Preferences.
I am not using GNOME at this instant, neither Ubuntu, and I won't for a month.

I have, I've looked literally everywhere. Now I'm just hoping someone knows of something third party that will do this.

Ok this will seem like a crazy Idea (I always come up with them first:p) but can you download a font that has a shadow in it, then start changing the default font to that?
If only you could use CSS in your system...
